Terri Bumgardner serves as a Land Use Consultant, advising clients on restrictions relating to how a property can be improved for future use. She joined Xpera Group as a member following more than 26 years of experience as both a project planner and environmental planner with the City of San Diego. Ms. Bumgardner is a CEQA specialist and an expert on dealing with the California Coastal Commission.
As a Senior Environmental Planner for the City of San Diego, she supervised a staff of 4 people including one biologist. Ms. Bumgardner managed a large workload including reviewing and writing environmental documents, analyzing biology reports, technical reports, acting as liaison to Neighborhood Code for ESL code enforcement issues in the field. In addition to these duties she reviewed projects to ensure compliance with City regulations, interpreting regulations CEQA compliance and Land Development Code requirements to the public.
Prior to her role as Senior Environmental Planner, Bumgardner served as a project manager and city planner, processing more than 300 discretionary projects and permits including coastal development permits, hillside review permits, planned residential permits, resource protection ordinance permits, conditional use permits, and reviewing and writing CEQA documents, biological analysis, analyzing building regulations, interpreting Land Development Code, answering zoning questions, and plan checks.
Expert Witness Experience:
During her tenure as Senior Environmental Planner for the City of San Diego, Ms. Bumgardner provided expert witness testimony and consulting on a number of code enforcement cases.

Terri is a member of the Association of Environmental Professionals (AEP), a non-profit organization established to facilitate greater relationships between professionals and foster mutual professional growth of its members through those relationships.
